Town of Signal Mountain


The water system is operated by the Town of Signal Mountain. The Town accounts for water system funds, including system debt, in a separate self-sustaining Water Fund. There are no property tax revenues in the Water Fund. The Town buys treated water from the Tennessee-American Water Company, pumps the water up the mountain to elevated storage tanks, and serves the Town's customers (and several out-of-Town customers in the Lower Brow area).

Business Office
The water system business office located at the Town Hall, 1111 Ridgeway Avenue. The telephone number is 423-886-2177 ext. 203. The hours are 8:00 a.m. to 4:30 p.m., Monday through Friday.

Meter Reading
The Town reads water meters and bills on a quarterly basis, but offers an optional estimated monthly billing service for a nominal charge of $.50 for each of the two extra bills per quarter.

Minimum Bills
The current (2007) minimum quarterly water bill is $51.04 ($75.28) for water and sewer for homes on the sewer system). There is a drop box in the Town Hall parking lot to place utility bills.

Adjustments to Water Bills
The Town offers adjustments to water bills for proven leaks in the buried service line in the yard, whereby the customer will only be billed for the Town's cost of the treated water for the estimated amount of water lost due to the leak. Customers with verifiable (plumber repair bill) leaks in their buried service lines can request an adjustment by writing to the Town Manager at Town Hall. No PVC lines will receive a water adjustment due to the Town's plumbing codes.

Pressure Problems
If a customer has pressure problems (low or high), noisy pipes, or no water at all, the customer should call 886-2177 ext. 203. In an after hours emergency, call 886-2123 and someone can be called to respond.

Water Line Replacement Procedures
Before replacing the water service line from water meter set to the house, homeowners must come to the Town Hall and pay to get a building permit.
The new water line must be either type L or K soft copper tubing when installed. The new copper water line must be at least 18” to 24” deep from the top of the ground. After installation of new copper line, the water line must be inspected before it can be covered up with dirt. Please call the Town Hall at (423) 886-2177, ext. 203 or 204, to have the building inspector inspect the water line. If the inspector is not available, then the public utilities director will inspect the water line.

Notice to all installers and testers of backflow preventers
The Director of Public Utilities of the Signal Mountain Public Water System, or his designated representative, shall require the use of an approved protective device on the service line serving the premises to assure that any contamination that may originate in the customer’s premises is contained therein. The protective devices shall be reduced pressure zone type backflow preventer approved by the Tennessee Department of Health and Environment as to manufacture, model, and size. The method of installation of backflow protective devices shall be approved by the Director of Public Utilities of the Public Water System prior to installation and shall comply with the criteria set forth by the Tennessee Department of Health and Environment. The installation shall be at the expense of the owner or occupant of the premises. After the reduced pressure device is installed, an initial test must be performed by state certified backflow tester.
This device must be installed above ground as close to the meter set as possible. This applies to new installations or backflow replacements.
